Are Tony Kart the best 2nd hand Max chassis

Hi. I am new to the forum.
I am starting Karting and am going to start in Senior Rotax Max. I have seen a few tony karts available which appeal to me. However some people have told me that tony karts are the best to have when new, but go very stiff after their first season. Can anyone tell me if this is true or just a rumor ?
With my budget I will be buying a 07 or 08 chassis and would like to know if it will be competitve. Are Birel's better than tony karts?
Also I have seen a lot of newish chassis for sale with old engines ie 2003/04 and older etc. How competitve will an old engine be if it has been rebuilt recently ? One last thing, how many hours can you get out of senior max engine before it needs a rebuild ?
I really would be extremly grateful for any advice you can give me.
