If you are buying a secondhand engine, and are not going MSA, then race what it came with. There are still people racing on Box 3's and so on.
The fuse does not blow very often, but having said that, I race MSA and am not allowed to open the box, so I may have scrapped a non-working box which only needed a fuse, in the past.
As Muppet says, you need to keep the boxes dry and if your rules allow it, it is quite possible to site it under the nassau panel as well. There should be a material raincover with a soft plastic window on the power box when it is wet conditions. Other people have used a plastic bag.
Another 'feature' of the older boxes was that from time to time (very infrequently) a box that had got wet at some time would start the engine even with no-one pushing the buttons. So some people got used to disconnecting the battery if they weren't actually sitting in it.
