To me i would do the following now Fully charge battery to "be sure" Pull your kill switch out or push in depending which version your kart has and turn the engine over and over with the plug out and resting on the cylinder head checking the spark is constant.
Now take the carb off and shake it in your hand....can you hear it or the floats rattling? It IS NOT UNKNOWN to put them in upside down which cuts off the fuel supply even though you see fuel in the line going into the carb. Easy mistake to a beginner.....ask me how i know!! All things equal if you have a spark and fuel then you get ignition. The rest is down to starting it without flooding it!!
Unless someone closer to you gets in touch, If your willing to drive to ipswich then i am prepared to put my combined engine,carb,coil on your kart to see if it will start and visa versa. Its a simple case of elimination. If my kart wouldnt start i would systematically go through it to find the reason. I wouldnt think this would take longer than an hour!!!
