Buying kit can be very tricky. If you are only testing and karting for fun, then e-bay is as good a place as any. Or keep an eye on the adverts on this site.
As for Competition, buy the best kit you can afford.
As for Karting. Check out:

You can test at Redlodge most days during the week, They also run owner driver test days and are good value for money.
The Club 2000 is well run and is a good place to start competitive karting.
Club 2000 runs the first Saturday of the month. The TKM grids are good.
