TKM Exhaust, why the end cover fitting?

Sorry to be asking what to some may be obvious, but why are TKMs fitted with the cover fitting on the end of the exhaust system?

On the exhaust we have, under this, the normal outlet is fitted, so why the cover?
I assume it is for noise limitation, but can't find any regulation stating the need for it's fitting: is it optional?

My lad is moving to TKM next year, so I'm likely to be posting more elementary questions: please be patient!!

Any constructive advice most welcome.
