Does the engine have a clutch? if not then it's not a JICA engine.
16:1 is the usual oil mix, 310ml of CASTOR oil to 5 litres of fuel
I don't think the cone filter would restrict the air flow much, but it's best to buy a kart one. check on Dartford Kartings website - about £30
We need to know what engine and carb you have before we can advise you on carb settings. Is there any names on the crankcase of fins of the engine? and any on the carb?
Is the oil filter soaked with oil/fuel? As that would mean it's running too rich.

Pictures of the engine would be very helpful in identifying it =)
