The point he was trying to make is that the regular loyal racers in TKM currently race in TKM week in week out, they know the best chassis, they know the best set up, this keeps the cost as low as it possibly can be for them racers. With the new rules there are so many different chassis to try out and so many different setups with axles, tyres, engines then this is going to push up the cost for everybody and Paul quite rightly states that there are a lot of racers in TKM who don't have the mega bucks but do want to compete with the best of the racers in the class, racing is in their blood they want to race on a level playing field and at the moment that is what they get because financially the class is under control.
With the new rules although it will open up the class to everybody the downside inevitably is that those with the most money are more likely to be at the front which is going to annoy those that ain't got the money. So whilst it's great to attract the fun karters it could possibly have ruined the competition at the front of the grid.
