What about if they just apply minimun driver weight limits for each restrictor like they do in Formula Blue? That way you won't get people chopping and changing restrictors in the whether conditions.

Saying that, like what Davidmc said, you'll find that the smaller weight band will be better over a race duration anyway as the tyres won't wear as quickly (for this reason, I race on a restrictor one size smaller than I'm allowed to run in blue as I can save 10kg worth of extra ballast).
