This problem hasn't just started recently its been going on for ages the problem now is that most drivers or teams are doing it and see it as a legal cheat one they can get out of. I was called an idiot for not doing it and that was by a so called profesional mechanic.
The 3000 rpm test is a waste of time and so is stripping the clutches after a race I have stood in scrutineering and seen the wet clutches they pass as okay.
Easy way to check roll up with kart on stand start it and rev it to let the grease find its way to the clutch drum put kart on the floor and full throttle to move away if it slips it needs cleaning if you don't full throttle you don't race.
Lets get it sorted don't put up with the cheats refuse to race against them unless they are brought in line.Greasing is as bad as all the other cheating that takes place don't see it as a soft option if they are bent enough to grease they will almost certainly be up to other cheats as well the sad part is big teams do it as well :-(
