Try putting a rag into the air trumpet, this will choke the carb, pulling more fual through when you pull the cord. You will also need to open the throttle a little while pulling, tie the throttle peddal to do this.

If everything else is working ok & the engine is not already flooded, it should try to start after a few more pulls on the cord. If the engines does fire-up, quickly pull the rag out of the air trumpet and give some more throttle. If you are too slow to remove the rag and the engine cuts out, it should start first pull without the rag.
