It is a guide but as every Rotax motor / carb combination will differ slightly it will only ever be that. The software packages however, can be matched to your individual engine requirements by way of some careful initial set up. One done correcetly the results given will be as accurate as your setup whatever the weather throws your way.
So to answer your question the chart will be accurate one day, at a particular track, with a specific engine with identical atmospheric conditions to the ones when the chart was compiled.
The software will be accurate at all times if you set it up properly.
