toe in, toe out can be measured with 2 straightedges (2 identical rulers are best) and a measuring tape.

get 2 people, get them to put a straightedge along the outside of the rim horizontly so that the endss are sticking out each end. Measure the length between the straightedges in front of the tyres (i.e. nearer the nosecone) and then behind the tyre and then take the difference (front-rear), a postive value answer will give you the tow out whilst a negative value answer will give you the toe in.
