Colin, whilst I agree in principle with the 'levelling' of the playing field by bringing our a new barrel, it will do nothing of the sort.
In 3 weeks time S1 is at Buckmore. without checking their entry list, I'm guessing that there could be around 120 drivers in the Rotax classes, that's probably 240 engine rebuilds in 3 weeks!! Using your 'high disposable income' as an example, won't those parents now be talking to the big engine builders to get the best of the motors sent to that engine builder? Thus meaning exactly the same situation as we're in now! There, as you said, will always be a difference between engineered products and so the better ones will ALWAYS go to the biggest spender.
As for £300 miracle rebuilds, who does them? i'll have a couple!! staright from the DK website: CYLINDER BARREL - JUNIOR £ 270.45 + VAT!! Do engine builders really only charge £29.55 for engine builds including gaskets etc! £600 you may be somewhere near!
Ask yourself this question. If you approached an engine builder who runs his own team (several to choose from!), do you honestly think that you will get the best that he has? I think not, you'll get what the big spending Dad who pays them big ££s to run Jonny doesn't want. Where's the change from now??
As for the port height differences...well that says it all! The engine is illegal as per current regs!
