The main issue is lack of Marshalls with big grids.
But no-one wants to be a marshall - maybe if the clubs could get together and write a rule where to be eligable for the club championship you HAVE to marshall for 1 round, then you could place more marhsalls/Observers on track at the key points.
It is very difficult in a group of 20+ karts 3 wide into the first corner to put your hand on your heart and say who cause the accident and therefore should get the penalty.
Sometimes it is a case of you seeing it, reporting it, and it then not get followed through, or a warning board goes out - but maybe warning boards need to carry over from meeting to meeting, if someone is then a regular offender something could get done.
The issue can be as they don't carry over, some drivers know that one 'accident' will only warrent a warning as a penalty is too harsh, then the slate is wiped clean at the next meeting.
Maybe a system like in the Fototball world cup where your yellows carry over?
