I was running cadet 89 that also flipped, the driver went to hospital with a suppected broken leg, good news is nothing is broken and Gus is now at home looking forwards to his next race.
The perents can only make the desision to let there child use a neck brace. (or until the MSA say they must use one.) But knowing how much they care about safety i think if it was proved that they worked it would be in the rules to use one.
Having been around karts for 30+ years i think a neck brace does not work in most crashes where the kart rolls.
in your case it may have done,

But what i can say again as a direct result of the design of the Zip Cadet nose cone. for the 4th time in as many months karts got flipped.
Again when a kart spun and was facing the wrong way on the track a kart hitting it (ie front nose to front nose impact) it resulted in a kart being flipped.
