that regulations are written with the best intentions and then engine tuners/teams will look for the best way to make the engine go quickest within those rules, the fact that the big teams have more resources to find those ways quicker than the individual doesn't make them cheats, it makes them good at their job!
Exploiting grey areas is also part of what they do, needless to say this is a little more dangerous as it's often easy to step over the mark, but once again it doesn't make them cheats.
Cheats are people that know the regulation and deliberately flaunt it and they're the ones that Paul Klaassen always catches.
