We are missing a bit of logic here! The POINT of the 'fine' is so that you WON'T forget it again! Be honest..... will it have WORKED on you? Will you EVER forget your licence again?
Won't it also have worked as a BRILLIANT 'example'? Those who have read your message and the ones that you will (quite rightly) have told about this 'fine' will be MUCH less likely to forget their licences than they would be if the fine was two and sixpence!
I mean, would you have MENTIONED it if they'd 'fined' you 50p?
In my opinion, 'examplary punishments' are a GOOD idea; the French have a marvelous concept about these things; they described such penalties as being:
'.......Pour encourager les autres' ('in England, it is good from time to time to kill an admiral to encourage the others")
