Interesting point you raise. And I've been told it doesn't occur as much in motorcycling. But generally speaking in karting if someone is faster they are either "cheating" or "have better equipment". They can't be a better driver. So for that reason engine tuners are thought of as better. But to be fair to the competent engine tuners, there are more really bad ones who just hack at the engine then ones who have any clue what they are doing.
