Older barrels use a different mold, a more worn mold, this means that no barrel was perfect, meaning you'd get either a good, ok or rubbish barrel, the reason the 08 barrels are so average is because they used a new mold, being a new mold nearly every barrel comes out identical, meaning every barrel is "average" rather than quick or slow. Atleast thats how I interpret everything i've read.
So from what I've read, if you want an average engine, go buy one new, if you want a quicker engine, go buy one with an older barrel, but theres no guarantees the engine wont be worse than a new one.
I think however, there are some other things about the 04/07 barrels that make them sort after.
