I am sure that exclusion from the MEETING probably does result in a similar handling from all clubs in that their championship regulations are all very similar. Therefore most would NOT be able to drop the round, IF excluded from the MEETING.

I would suggest that if you are in that position, that you get clarification from the Clerk during the meeting to confirm that exclusion is "only" from the RACE... then you can rely on the champ regs for your scoring to be done correctly ;-)
