I think what they are tring to say is that there is a repeatable (and consistant) 0.4cc difference between glass and digital (assuming there is not an inordinate amount of time taken to do the test - hence the time constraint being proposed - and that the fluid used is the same (ie viscosity is constant across measuring methods)).

So if you set your head to 12.2 with your glass burette it will be 12.2cc with anyone's glass burette and 10.8cc with a digital unit
