On the UK Gov site it shows the details below. I think you also need to check with your car handbook as it should show the maximum tow weight for your car for a trailer with and without brakes. This is important as it will be a safety issue. MAM means maximum authorised mass.

Combinations of towing vehicles in category B and a trailer, where the MAM of the combination does not exceed 3500kg and the MAM of the trailer does not exceed the unladen mass of the towing vehicle
