Rotax 177 masters isn't an MSA class at the moment as far as I'm aware, but as they would be run at MSA permit meetings I believe the drivers would have to hold MSA licences and the karts meet the technical specifications laid out in the regs
For example, a club "heavy" class is easy to organise by enforcing a higher weight limit as a sup. reg. , much the way they did when heavy rotax started out before it became an MSA class - there were no changes to the karts (engine, tyres etc.) so there is no issue with it being run at MSA events
I don't know if it would be permissable to run a class at an MSA permit event where the tech regs had been changed (e.g. I believe with a masters 177 class you would still need to use Vega SL6s etc.)
