Steve, I'm not sure I understand what you're saying here.

1. Under MSA regulations, you're saying that its illegal to place additives in the petrol you use. However the petrol with additives is legal !!! You've lost me there.

2. The Police issue is an aside and I gave this to illustrate an extreme situation. If somebody at a race track was dispersing chemicals that are causing the people there pain or immediate danger, then its highly unlikely that the race organizers would allow them to continue doing it. In the event they did, you can involve the Police. Steve, you said that we are talking about situations where somebody can't breathe or has streaming eyes. This is an extreme H+S issue... not something to do with fuel cheating.

Let's get back to the original discussion. If either of the two situations below are rampant, then I agree that control fuel is required.

o There's a serious problem with fuel cheating AND the effect is a measureable difference in performance AND there is no way of detecting it by testing the fuel.

o There's a serious health and safety issue relating to free fuel being used AND the control fuel is safer.

The thing is, these do not appear issues at club level which is where the overwhelming majority of racing takes place. Were they rampant at national level ? Is there evidence of that ?
