I like you wish this was the solution at Club level.
Sadly I don't think it is tho', because the same judicial system applies even at this level and the determined cheat even at Club level would circumvent it and all that we would have done is make people buy fuel from a garage they didn't want to buy fuel from in the 1st place, fine if it stops the cheats, but not fine because it won't!
To a degree the threat of the test and passing on the cost is good enough to stop the Club cheat, unless they really know what they're doing and that makes no difference and of course sometimes there's an arrogance of some that believes they'll never be caught because they're too clever!
I've been reluctant for some time to share this knowledge for obvious reasons, in that I don't want to give the cheats extra knowledge and to those ends I've not shared the full extent of my knowledge on the subject, but sadly if someone is totally determined to cheat in the UK with fuel, the ONLY way to stop it is to introduce control fuel delivered to the circuit, so let's hope it never gets to this at Club level.
The other problem that Clubs would face going down this route is that they'd be blamed by the engine tuners for every seize and every poor performance, engine, carb or otherwise! The potential for litigation against a Club would increase, after all they are not in control of the quality delivered by the local filling station! Knowing the moans that exist when the quality is assured, I wouldn't like to give the Clubs that extra problem when there is no guarantee!
