Actually it would help in this situation. Kart suits are nylon and the linings have a high proportion of polyester, both of which melt on contact with heat. An FR fabric underwear would stop the melted nylon bonding to the wearer's skin. We are only talking flash flame, you don't need a great deal of heat.

I'd agree that there's no need for the multi layer FR suits that car drivers wear but the underwear is a good precaution. Same with the balaclava given that K series and CMR helmets don't have an FR lining.
