I think the `offences' have not changed. It used to be the case that if you accrued 12 penalty points in a year then you got a ban. Now you get a warning and a ban if you get another penalty within tghe next 3 months.
The MSA did try not having points (not sure if that is still the case)and many people were unhappy with that.
CoCs often try to avoid a points penalty. When my lad had his first cadet race off novice plates at Kimbolton he started in P4 but the P2 driver went off on the formation lap. Instead of staying alongside the PŁ man, he moved forward (taking the whole side of the grid with him. Then made a bit too good a start and crossed the line in P1.
The CoC explained that he would have to impose a penalty but took some time to find a penalty that did not involve points - just places. Maybe if CoC had been having a bad day or we had been less polite then he could have just issued points - they are only human!
Under that system it could be argued that more racing increased the risk of getting points but very few ever collected 12 within a year.
