A week or 2 ago I made a suggestion about how to deal with this.
The regulations encourage / discourage behaviour: hence the queue for the weighing scale after 3 lap practice.
You're right, there's no effective protest system and drivers simply don't have any responsibility for the consequences of their bad driving.
You could ask: "which drivers would be against dealing with offenders more harshly?"
This would need the clubs to take it to the ABkC and then to the MSA. The problem is whether the clubs are prepared to canvas member's opinions.
In support of the marshals: their first priority has to be the safety of the people on the track, rather than completing disciplinary paperwork. It's inevitable that incidents will go unreported.
