my advice, if you dont already, then get him to other tracks, my lad started karting at 8yrs, spent 6 months racing locally, same problems as you are describing, its just confidence although i think most kids start out like this, some just develop quicker and have better coaching earlier on. i can remember he use to close down on karts that would be 9-10 karts lenght in front over the distance of a lap but once on there rear would just get stuck behind and end up following rather than over taking them! (so frustrating to watch) trying to explain that if he can close them down then he's obviousley faster, so bloody over take them!! it was like talking to a brick wall. (again just confidence) once i began to take him to other tracks his ability progressed quicker and made him a better driver rather than a one track pony.
also, if hes racing at the same track month in month out, hes most likely racing the same kids so not much variation, if hes at other tracks he will come up against slower (and faster) drivers forcing him to over take and more importantly giving him the confidence to try and he'll feel better about it also. you will see a big improvement in a short time frame when hes at his own track by doin this.
or if money is no problem get him in a team for a few weekends that have other cadets so he can do some testing and coaching.
