The MSA went out to tender for the new cadet championship engine so Rotax could have tendered (maybe they did).
There was a comment earlier that Jag did try to introduce the cadet engine but it was too fast for the MSA - the tender stated that the new engine had to be slower than the old comers.
Maybe Rotax felt that their engine would not work properly if it had to be retricted or maybe just felt that the market size was not worth it - really have no idea.
