Sam,
Cameras are OK up to a point. They are used in S1 and in WSK but they still do not catch everything (maybe only a fraction of incidents). In some european races where they use the cameras it can be quite a long time after a race has finished that a driver can be given a penalty - far longer that 1/2 hour after the race finishes.
For some races the camers are supplied by the organisers and are put into the go-pro holder, switched on and removed by the officials in an attept to avoid the `didn't work' excuses.
If there really was an easy solution to this problem I think it would have been introduced by now.
There was also some footage posted from a FKS race and people invited to spot the culprit(s). Opinion varied quite a bit which perhaps shows how difficult it is for CoC to get it right.
Never seen any comment from the S1 organisers about the use of cameras to improve driving standards but may have missed it.
