Maybe because there is a choice of engines with KFJ and also it is still the main junior CIK/FIA championship ib Europe.
There are people spending as much (or more) on junior Rotax as on KFJ so don't see it as trying to keep costs down.
As you say, numbers are so low that it must be getting close to the point where a change is needed.
