The legal angle is a smokescreen to avoid making a difficult decision. Other countries(such as France) take a firm (but wrong IMO) of this issue. In France every competitor child or adult is obliged to wear a homologated foam neck brace for all race and practice and Leatt type braces are banned outright. In sporting terms France is a far more litigious country than the UK and they have managed to make this stick for years, so for the MSA to blame legalities for the lack of direction is rubbish.

Mind you, France is putting 3 'mouthy' Islamic clerics on a plane 'home' tomorrow, so the're not all bad after all.
