I actually think this is one of BFD's better idea's. I don't believe there's any reason a club couldn't put the clerk of the courses name in the supplementary regulations so you know when you enter.
I also understand Aquila's point though, it is a volunteer position. I wouldn't be against the idea that part a club membership is doing something for the club at some point. It seems to be pretty normal over here (in the States). Club members have be involved in track clean up days (cleaning the paddock and track before the race weekend) and marshaling etc. Or they can't race.
MBKC used to have some ex drivers doing driving standards to assist the clerk and I'd done marshaling there (this was all a long time a go though).
