It's not a question of no minimum weight, it's accepting that carrying weight in itself is a handicap and setting the regulations accordingly. Honda Cadet weights recently went up, why? An instant advantage handed to bigger kids and a handicap to smaller ones.
For those who can't get their head around the difference, imagine if a running race had a weight limit. If you need to carry a 20kg rucksack to make the weight you are always going to be at a disadvantage to the guy next to you, even if he is 10kg over the weight limit.
Of course it's not quite the same as a sitting down motor sport, but there are still plenty of aspects of the sport that rely on physique, relative to the kart weight.
