It's more likely to be a response to problems that have arisen at tracks over the last year.
A kart that has fallen from a stand and run into another pit and hit someone, a kart revved furiously causing a council noise complaint.
If there had been no response then people would be complaining that 'the MSA should have stopped it' before the matter escalated.
After all, what would you do if a kart fell off its stand with the throttle jammed at full revs, slammed into your pit, hit your child and burst into flames under your motorhome.
I'd bet you would be expecting the other competitor to have liability insurance too. You do, don't you?
