I believe the weight of 14kg includes the tank, but you then have to add the clutch, engine mounts, chain guard mounts and engine cover. I've just weighed one with all these and oil and it was 16.4kg.
Of course, you may have slightly different mounts, engine cover, pump, clutches, etc. to me, so it may be slightly different......
