With a full size chassis you can always use a cadet size seat and cadet pedals with extenders until he grows a bit more. Maybe an angled boss for the steering wheel?
With a cadet chassis, it only needs a growth spurt and it is too small.
If you go to your local club on a non race day then I'm sure you will easily find people who will let him sit in their karts to see how he fits - karting folk are generally very friendly.
