It's not a bad thing, but until such time as the rules are more precisely defined, someone has to interpret them. If there's no official clarification it's down to the competitors. If you aren't sure, and have not sought clarification, then you have no reason to feel aggrieved if an official interprets the rule differently.
It is clear from the rules that the removal of accumulated rubber debris is allowed. It is clear from the rules that tyre warming is not allowed. These two rules are in conflict when a heat gun is used to clean the tyres. Until such time as the rules are officially clarified/rewritten, my interpretation is that using heat guns to clean the tyres is OK (as occurs throughout all of motorsport). Most clubs, one way or another, agree with this.
