The Merc DRS system shows the exact opposite. It shows that rules throughout motorsport (and even the laws of the land) are interpreted. Until they are clarified/altered, Merc can continue to interpret the rule as it sees fit.
Your "first draft" is open to interpretation immediately. Firstly, what is ambient temperature? Where should it be measured? What are "other reasonable weather conditions?" Why should tyres not be allowed to "leave" the dummy grid at higher than ambient temperature? At what point would they be deemed to be above ambient temperature? Etc, etc, etc.
You cannot take a rule, written within a specific context, and apply it with a broad brush stroke as some seem to be doing. Certainly, if a rule or collection of rules are ambiguous, they should be altered or clarified to give the desired result. But until that time, we are free to interpret as we wish.
And again, for someone who trumpets being careful what you say, it is somewhat hypocritical to call Merc "cheats" when they have had their DRS system protested against and deemed legal. The same applies to all those cadet dad's cleaning their tyres with heat guns.
