A couple of things here. I suspect that (particularly with car racing) if you have 3 wheels 'off the track' then you have more immediate problems to resolve than rules infringement. With respect to Rye House, they are perhaps victims of the massive improvements that have been made over recent years, as Andrew mentioned above. The current tightening or re-interpretation of the rules of racing (for whatever reason) obviously does not sit so well with the design of certain parts of the track.
For example, compare Whilton Mill - the kerbs are generally not as wide and not so flat. One does have to remember that Rye House is also a good corporate facility so some of the developments have perhaps been done for other reasons. Still, no reason either why some small changes (barrier position, kerb width etc) couldn't help the drivers out a bit.
In the meantime the officials (ie CoC and Steward) could help matters by trying persuasion and better communication rather than a gun to the head.
