Yes, any Race licence counts as a novice kart licence, make sure to tick the novice box on the entry form until you have collected 6 signatures. Currently going through consultation is a plan to allow Race Nat A or above to race at long circuit and with less novice races before not being a novice, probably 2013 or 2014 though.
