Since most only have one (maybe two) children racing, allowing 4 children is a wide enough scope to allow abuse of the system.

Allowing the license to be assigned to someone else, even temporarily, is a wide enough scope to allow abuse of the system.

These two facts alone render the license ineffectual, before you even consider any other flaws in the system and whether even a well constructed system would achieve the desired result in the first place.
