The key is whether you are deemed to have caused the red flag.

In the former case, you must have been deemed as one of the karts that caused the red flag to be bought out (whether it was your fault or not is not relevant).

In the latter, whilst the red flag may have flown after the karts were in the wall, it is likely the CoC threw the flag because of the conditions and, in normal circumstances, those karts would have restarted or been moved to a safe place and the race continued.

I'm sure someone will take the time to look up the exact regulation though.
