In junior at my local track our final was suspended because some people were driving like pillocks. Next month there was no red flags in junior and old one slightly major crash. It got the point across to us, however if u do it to often then people stop coming to the track.
What causes alot of problems is that once one driver goes to fast at the start (and it isn't false started) or one driver loads you at the start. You have to either speed up or load the person in front. You know its not right however cause it doesn't get pulled up then you have to do it to stay competitive. I understand what you say about marshals not being able to see everything. What I blame it on is some dads. I got punted off at the start of a race, managed to limp back to the pits. I went up to the kid who punted my off's dad (at which point his son was punting someone else and his dad was encourgaging him). I asked him to speak to his son just to make him aware of not to dive up the inside when there is no room there.and he just said, if u have an ussue with the way they drive then speak to the clerk of the course and get it done officialy, I don't believe my son would do anything wrong like that.
We do karting on a shoestring so couldn't afford the risk losing the money to appeal (esspecially as said the marshals probably wouldn't have seen anything so nothing would be done).
My dad later quiety went to speak to the kid who punted me off and the kid just started off on, you can't speak to me, thats against the rules, go speak to my dad if u have a problem with me
These are the kind of people who punt people off and then play the system to avoid repercussions.
I know at many clubs the problem is that you have the club chairman/owner/officials sons racing. That then can punt people off without repurcussions, but if anyone even gently touches them then they get black flagged.
