Matt, although itpro hasn't explained it well enough. You're getting confused between the difference in the tyres and setup. You are right that some drivers slow down when they put grippier tyres on but this is not the tyres. This is the drivers not being able to drive the tyres. For example on the grippiest tyres most drivers struggle to hold a kart (it will bounce or run up on two wheels), it requires finesse, strength and a different setup strategy. Bogging is mostly a drivers mistake, setup changes to cure it are usually just making it easier for the driver.
Funnily your last line proves the point; "Would you really think super sticky tyres on a endurance prokart would give good times so that the second you went off line it bogged down?"
Thats a driver error, not the tyres and it probably won't bog down, it'll feel like no grip in comparison to on the racing line.
Anyway going fast in anything requires skill, some people find it easier in a grippier kart (to be fast) some find it easier in slippy kart (to be fast). Whats probably universal is its easier to stay on the track on the grippier tyres.
One thing to remember is that all the top top top drivers parents forced them to practice in the wet on slicks. Theres a video somewhere of the schumacher brothers doing it.
