On a rear braked only kart, I don't believe that there is any significant reduction in the weight on the rear wheels under braking. This only happens with front brakes. The petrol in the tank will move forwards, but thats about all. There is no turning moment about the front wheels trying to lift the rear. Whilst I agree in principle that a brake can be adjusted to give the leverage desired, I belive that there is a bit more to getting the right "feel" than just that. I don't profess to know the answer, but only know that the two best brakes for feel that I've ever had were the Airheart and Birel systems in the 70's. The only thing that these two had in common was a thin (3mm'ish) large (250mm'ish) diameter disc made from steel, not cast iron.
