Chassis Homoligation

Reading the cadet thread below makes me realise how little I know about chassis homologation. If we are talking a senior rotax kart what does it mean?
Is a manufacturer allowed to homoligate any number of chassis designs every year or does he have to 'stick' with a design for three years or whatever. What happens if a sudden rule change occurs - say bodywork how does that affect things?
