Arrow brake problem

We're having some trouble re-assembling an Arrow brake that was taken apart incorrectly. The brake hose from the master cylinder was disconnected at the caliper as opposed to splitting the caliper.

Now we have attached the hose again and bled the brake, but cannot get the pads to close enough to grip the disk. New pads were used so they have more meat then the old ones we took out and the same spacers have been used.

We're confident that there is no air in the system.

Could anybody offer any other advice to solve our problem?
