The higher cost of atol fuel was always justified because they had on-site testing facilities and took samples after every heat.
There did seem to be some doubt about what they could/did test for. I got the impression that they could check that the fuel used was as supplied by them but that was about it.
The rules do state that you may have to provide a sample of the oil you use and state the ratio and that would allow Atol to mix some fuel and test it against the sample taken.
Beyond that I have been told that fuel testing is very difficult if you are looking for additives. OK if you know that you are looking for a specific known additive but otherwise unlikely to happen.
